What are the conditions for installing P/V systems on a land?

According to the Greek Law (Ν. 2941/01 (αρθ. 2, παρ. 7)) on the 'simplification of procedures for establishing companies, RES licensing and other provisions "the electricity production from renewable energy sources subjects to the industrial general provisions of Article 4 of the 24.5.1985 Presidential Decree for out-of-the-city zone constructions as well as any other specific provisions of that Decree concerning projects of the Public Power Corporation SA, regardless of the execution carrier.

The assimilation with the PPC projects is made because the same law states that "projects of electricity production from renewable sources, including projects of electricity transmission, substation constructions and general constructions of any infrastructure as well as installations of renewable energy power plants are characterized as of public interest, regardless of the execution carrier.

The conditions and restrictions for the construction of solar farms are determined by ministerial decisions.

 

According to the new Law 3734/09, amendment of the Energy Law 3468/06, the most important provisions, which relate directly to the investors of photovoltaic parks, are:

 

1. The new selling price of produced solar kWh, with a gradual reduction of the entry price since August 2010. These prices are guaranteed for 20 years (also for the contracts that already exist) and will be updated annually with 25% of inflation of the previous year. These values ​​are locked after the signing of purchase contract with the TSO (or PPC for non-interconnected islands) and then enable further 18 months for the project using this value. If the project is delayed more than 18 months, will the selling price in effect at the time of start. This means that prices remain stable until 2011.

 

2. The licenses or exemption decisions for the production of electricity from photovoltaic plants are not to be transferred before commencing their operation.
Potential investors awaiting for the licenses and the license exceptions of production should immediately move to issue other documents required for submission of documentation of the investment project to the provisions of the Development Law 3299/04. Those supporting the approval of environmental studies and the conditions of connection to the PPC for exceptions and production licenses while specifically for the licenses of production an installation permit is also required.
The Development Act provides subsidy rate 40% of the project budget, with at least 25% own participation also the balance can be covered by bank loans. Grant applications together with the techno-economic study and the necessary documents shall be submitted to the Ministry of Economy and Finance.
